Player and NPC Housing
Lets just say everyone needs to live somewhere and the local inns can only hold
so many people..
Players may acquire land deeds (deeds, as with all bureaucratic documents in the
game, are physical items, and transferable) and build almost anything upon the
land. Of course, this is subject to the land being mapped, surveyed and gaining
planning permission from the central bureaucracy - and someone has to keep those
surveyors alive long enough to be useful..
The only significant restriction in building is that every property in
the land must have a postal address, which means it must be built next to a road.
Anyway, most NPCs fear to tread too far off the beaten track. Roads can also
be built and range from dirt tracks to properly constructed city streets.
